A shooting incident occurred at West Amber Johnston earlier this morning. Police are on the scene and are investigating.

I know it will be hard, but right now you should wait for all the facts to shake out.
I was discussing this with a friend of mine who is a journalist, and he pointed out to me that the VT campus is essentially the size of St Cloud. As difficult as it is to forgive the manifold errors made in this case, some only look egregious in hindsight.
Others are simply egregious. The killer was clearly deranged for a long time, and interventions were made by several people, but somehow he fell through the cracks anyway.
Now is the time for prayer, soon comes investigation, then reflection, and THEN judgment.
